I have a Canon imageCLASS MF733C laser printer, and sometimes the ink flakes off. The paper settings are different from other printers eg there is no "Glossy", "Transparency" or "Labels" but instead, it has the following options:
Plain L 17 to 18 lb Bond (61 to 70 g/m²)
Plain L2 16 lb Bond (60 g/m²)
Plain L3 14 to 15 lb Bond (52 to 59 g/m²)
Plain 1 19 to 21 lb Bond (71 to 82 g/m²)
Plain 2 22 to 24 lb Bond (83 to 90 g/m²)
Heavy 1 25 to 31 lb Bond (91 to 119 g/m²)
Heavy 2 32 to 34 lb Bond (120 to 128 g/m²)
Heavy 3 35 lb Bond to 60 lb Cover (129 to 163 g/m²)
Recycled 1 16 to 18 lb Bond (60 to 70 g/m²)
Recycled 2 19 to 21 lb Bond (71 to 82 g/m²)
Color 19 to 21 lb Bond (71 to 82 g/m²)
Coated 1 27 to 32 lb Bond (100 to 120 g/m²)
Coated 2 33 to 39 lb Bond (121 to 150 g/m²)
Coated 3 56 to 73 lb Cover (151 to 200 g/m²)

I can also select quality = Standard OR High

I was wondering if anyone has tested the following materials and could recommend the appropriate setting for each material:
- Weatherproof polyester laser
- White gloss laser labels
- Clear glossy laser labels
- Gold foil laser labels
- Brown kraft laser and inkjet labels

Any help cpuld be greatly appreciated!

I haven't had an opportunity to use the Canon imageCLASS MF733C printer model, but based on the weights of the label materials that you're using the Heavy paper settings should perform the best. I would try printing a few sheets using the Heavy 1 setting and move to Heavy 2 or Heavy 3 if you're still experiencing the toner flaking away from the sheet.

I would leave the quality setting at Standard, and only change to High quality if the print looks light or faded.
